Renewables Surge Risks Being Overtaken by Rising Energy Demand, New Review Warns

A new review published in Nature Reviews Clean Technology finds that the unprecedented expansion of renewable electricity is increasingly being absorbed by fast-growing energy demand rather than displacing fossil fuels, putting climate targets at risk without stronger demand-side action.

The article shows that global wind and solar generation has grown rapidly since the Paris Agreement, yet power-sector emissions have continued to rise because electricity demand has grown even faster. Demand growth is concentrated in several areas: artificial-intelligence–driven data centres, rising cooling needs linked to higher temperatures, electrification of transport and buildings, and consumption trends such as larger vehicles that offset efficiency gains. 

While 2025 marked a short-term turning point – with new solar and wind generation briefly outpacing demand growth – the authors caution that this balance is fragile. Projections to 2030 indicate that expected increases in electricity use from digital infrastructure, cooling, electric vehicles and continued electrification could consume most new renewable supply unless demand is actively moderated. 

Renewables are scaling at record speed, but demand growth from data centres, cooling and transport is running just as fast,” said Professor Felix Creutzig, Bennett Chair at the University of Sussex. “On the positive side, with policies that curb unnecessary energy use and shape demand, clean electricity will expand and effectively cut emissions from fossil fuels.” 

The review highlights evidence from the European Union and major cities showing that demand reduction can coincide with economic growth and improved well-being, particularly through efficiency measures, flexible electricity use, and urban planning that reduces car dependence. The authors conclude that aligning renewable deployment with sustained demand-side strategies is now central to achieving structural decarbonization rather than temporary gains.
