Envisioning Just Futures

Rising living costs, energy insecurity, widening inequality, and intensifying climate impacts are making questions of fairness central to climate policy debates. Yet the global emissions scenarios used to guide policy choices often rest on implicit assumptions about who benefits and who bears the costs of climate action. A new study led by the International Institute for Applied Systems Analysis (IIASA) alongside Prof. Benjamin Sovacool addresses this blind spot, offering a practical way to make distributive justice explicit in the design and assessment of emissions pathways.

The research article ‘Exploring patterns of distributional justice in global climate change mitigation scenarios‘ asks a fundamental question: how can ideas about fairness be meaningfully applied to the emissions scenarios that underpin climate policy? Here, distributive justice refers to how the benefits and burdens of climate action, such as access to energy, resources, or consumption opportunities, are shared between different groups and across generations.

“Scenarios perceived as unjust will fail to motivate collective action,” says lead author Karl Scheifinger. “While all scenarios have justice implications, the underlying assumptions are often not made explicit, leaving the distribution of benefits and burdens unclear. There is no single fair future, but we hope that by making future distributions more transparent, scenarios can better inform action in the present.”

The authors translate philosophical theories of justice into practical “trajectory requirements” that can be applied directly to emissions pathways. This makes it possible to systematically assess whether existing scenarios align with different principles of fairness, or to design new scenarios that do so intentionally. The approach links abstract ideas about justice to the concrete choices embedded in climate modelling, providing a tool that can be used by researchers, policymakers, and stakeholders alike.

Importantly, the framework can illuminate how everyday, emissions‑intensive activities are distributed across society, such as energy use for housing and transport, air travel, or meat consumption. These issues are politically sensitive but central to climate outcomes. By making distributional patterns visible, the approach helps clarify competing views on what “fair” consumption might look like in the future, and who might reasonably be expected to change their behaviour.

Applying the framework to scenarios assessed in the IPCC’s Sixth Assessment Report, the authors find that many mitigation pathways are compatible with a range of justice principles, often assuming that those who are currently worst off gain the most over time. However, relatively few scenarios explore futures that place explicit limits on high levels of energy or meat consumption.

The study has clear implications for policy and public debate. It offers a structured way to assess the fairness of emissions pathways, supports the development of scenarios aligned with societal values, and could help broaden the range of options considered in future IPCC assessments. More broadly, it shows that debates about climate justice need not remain abstract: they can be embedded directly into the tools that shape climate policy itself.
